ヴォログダ市民なら今日から往復の鉄道チケットが25%オフとか、モスクワのソビャーニン市長がМЦД-4は2023年開業とか、鉄道ものの情報がちらほら出ていますが、今日は新型コロナ検疫についての話が大使館から届いたので、それについての不安(不満?)を少々。

日本政府が海外からの日本への入国を厳格化したことに伴い、日本人であっても、帰国がちょっと面倒になるパターンが生じました。それは日本人で第三国経由で帰国する場合です(羽田→モスクワは無問題)。現在、JALのモスクワ→羽田便は金曜日しか出ていません(加えて4/22まではそれすらなくて、ヘルシンキ経由しかない)から、短期滞在ですぐに日本に帰国したい方は第三国経由で帰国することがあります。その場合、モスクワで飛行機に乗る前にPCR検査を受けることになりますが、第三国経由で余計に時間がかかる分、日本に入国する時点で、検査時点から72時間過ぎてしまうリスクが発生します。
そして羽田空港では、日本人は入国できるのですが、隔離施設に3日間の滞在が確定します。
3日目に再びPCR検査を受けて、陰性なら、入国翌日から数えて14日間(隔離施設にいる期間は14日間に含まれます)自己隔離するということですね。

There are a few bits of information about trains, such as a 25% discount on return train tickets for residents of Volgograd from today, or that Moscow Mayor Sobyanin has announced that the МЦД-4 will open in 2023, but today I received a message from the embassy about the new coronavirus quarantine, so I'd like to talk a little about my concerns (or frustrations?) about that.

As a result of the Japanese government tightening entry into Japan from overseas, even for Japanese people, there are now cases where returning home has become a little more complicated. This is the case for Japanese people returning home via a third country (Haneda to Moscow is no problem). At present, JAL's Moscow-Haneda flight only operates on Fridays (and until April 22, there were no flights at all, so the only option was to fly via Helsinki), so those who want to return to Japan quickly after a short stay may choose to return via a third country. In that case, you will have to take a PCR test before boarding your flight in Moscow, but the extra time taken via a third country means that there is a risk that 72 hours will have passed since the test point when you enter Japan.
At Haneda Airport, Japanese nationals will be allowed to enter the country, but they will be required to stay in the isolation facility for three days.
On the third day, they will undergo another PCR test, and if the result is negative, they will be required to self-isolate for 14 days from the day after they enter the country (the period of time spent in the isolation facility will be included in the 14-day period).
